Governance is the feature · Restraint is the design

A claim is easy. A record you cannot quietly edit is not.

DaggerOS is built around three things that are simple to state and hard to fake: one accountable human holds every authorization, every decision-relevant event is written to a tamper-evident record, and the platform runs disconnected by default rather than by exception. Here is the case — and the parts you can verify yourself.

DOCTRINE DoDD 3000.09
RECORD SHA-256 HASH-CHAINED
POSTURE PASSIVE-DEFAULT · AIR-GAPPED
Four commitments that do not have an off switch

The discipline floors.

Human-in-command

Every effect is committed through a single accountable human authorization. There is no autonomous engagement path.

DoDD 3000.09

Auditable by design

Every decision-relevant event is written to a tamper-evident record, so who decided and why can be reconstructed after the fact.

FIPS 180-4 / 186-5

Open & government-owned

Built to an open, modular architecture on published interfaces. The government owns the interface and its mission data.

MOSA · FAR / DFARS

Disconnected by default

Air-gapped and passive-by-default: it listens before it ever transmits, and nothing leaves it unless a human decides it should.

NIST RMF · 800-53
The accountable-human doctrine

We built a system that sees every domain at once. Then we made sure only one person can ever say go.

  1. Every effect DaggerOS can produce — electronic, kinetic, or otherwise — is committed through exactly one authorization gate.

  2. There is no mode, no setting, and no failure path in the architecture that lets an engagement fire without that gate. It is not a policy an operator can disable.

  3. The reasoning layer proposes and ranks courses of action. It does not decide them, and it does not act on its own.

  4. Authorization is a deliberate, sustained act — hold, not tap — because a decision of this weight should never resolve to a misclick.

  5. The gate is enforced in code, not only described in a manual — which means it can be audited, not just trusted.

We are not autonomous. We are accountable.

Don't take our word for it

Trust in a weapon-system OS should not be asserted. It should be testable.

01 · HUMAN-IN-COMMAND

Every effect is operator-gated. There is no autonomous engagement path. Hold the gate yourself — release the hold early and the effect never commits.

02 · AIR-GAP-FIRST

No cloud, no callbacks, zero external calls — measured live by your own browser, not asserted. DaggerOS boots from encrypted media and runs fully disconnected at the edge.

03 · RESILIENT UNDER DENIAL

Holds the picture when GPS and spectrum are hit. A degraded network is a state the platform was built for — not an outage that blinds it.

04 · EVIDENCE IN THE CORE

Tamper-evident, signed, defensible records. Forge one block and every block after it turns red — real SHA-256, in your browser.

Standards traceability

Every element of the doctrine maps to a standard your office already evaluates against.

Alignment is a statement of governance and interoperability posture, not of certification — unless a specific certification is furnished in writing under an evaluation agreement. We never claim an ATO, FedRAMP authorization, or CMMC certification we do not hold.

AI assurance · Responsible AI

BlackEcho, held to the same five principles DoD holds every AI system to.

The DoD's five AI Ethical Principles, adopted February 2020. This is a statement of design alignment, not a certification.

Responsible

Advisory-only by construction — BlackEcho has no path to arm, fire, or transmit; a named, accountable operator authorizes every effect.

Equitable

Its advisory scope is confined to threat and track behavior and cited doctrine; it does not consider protected characteristics, and it recommends only.

Traceable

Every proposal carries its evidence and rationale in plain language, written to the same tamper-evident, hash-chained record as the rest of the platform.

Reliable

Tested across defined use cases: it surfaces the confidence and limits of its own advice and will decline to recommend rather than overstate.

Governable

Bound by two limits with no configuration path to disable them — it never competes for the operator's attention, and never acts without passing the single human gate.

Export control · ITAR

Public here. Controlled where it counts.

DaggerOS and its associated technical data are subject to U.S. export control under the ITAR and the U.S. Munitions List. This website, and every public BlackByrne material, is written for public release: it describes capability and governance posture only, and deliberately contains no controlled technical detail.

Controlled technical data — the parameters, methods, and implementation behind these capabilities — is furnished only to eligible recipients under an appropriate evaluation or contractual agreement, and handled per ITAR and applicable U.S. law. A request for evaluation initiates contact only; no controlled technical data is transmitted through this site.

Government data rights · MOSA

The government owns the interface. No thirty-year lock-in.

A Modular Open Systems Approach is a program-office risk-reduction posture before it is anything else. DaggerOS is built vendor-agnostic on published, conforming interfaces so the buyer is never captive to a single supplier for the life of the program.

  • DaggerOS is licensed as commercial software per DFARS 227.7202.
  • BlackByrne retains title to its own intellectual property.
  • The government owns all mission data and outputs the system produces.
Straight answers

Compliance & assurance — the hard questions.

Can DaggerOS realistically get an Authority to Operate (ATO)?
DaggerOS is designed against the path an assessor actually reviews: NIST RMF 800-37 for the ATO process and the NIST 800-53 controls catalog, an air-gapped and passive-default posture that shrinks the external attack surface, and human-in-command enforced in the architecture rather than left to a policy an assessor has to take on faith.
How does BlackEcho's AI advisory layer align with DoD Responsible AI?
BlackEcho is built toward the five DoD AI Ethical Principles adopted in February 2020 — Responsible, Equitable, Traceable, Reliable, and Governable. Every proposal is advisory-only, carries its evidence and rationale, is reviewable and overridable without justification, and terminates at the same single human authorization gate as every other effect.
Is DaggerOS source code available for government security review?
Source-level and controlled technical review is arranged under an evaluation or contractual agreement with eligible U.S. Government evaluators, consistent with ITAR / USML controls. This site states governance and capability posture publicly; controlled implementation detail is furnished only through that channel.
What happens if a component of DaggerOS fails or is compromised?
The platform is passive-default and air-gapped, so a compromised or failed component does not create an external exposure by default, and it cannot silently escalate to an effect — every effect still requires a live, explicit human authorization at the single gate. Every state change up to that point is written to the tamper-evident record, so a failure or compromise is reconstructable after the fact rather than hidden.
Does BlackByrne support supply-chain and SBOM requirements?
Yes. Software composition and provenance information consistent with SBOM expectations under NIST 800-53 and current DoD software-supply-chain guidance is furnished to evaluators under an evaluation agreement as part of the standard onboarding package.

The limits are the value. That is what makes it acquirable.

Bring the standard your office evaluates against. We'll map it to the record.
